You can just unplug the decoder..
If you look at the other side, we can identify if it is a 55021 or a Massoth L decoder.
We can also get an idea of the date of manufacture.

Based on this older thread LGB 55021, Works Analogue not DCC... it appears PhilP PhilP has determined that older version of the 55021 decoder does NOT support long addresses, so that may in fact be the issue with driving it here. As LGB333 LGB333 has suggested try programming CV29=6 and then set CV1=3 and try it on that short address.

I have this engine and my address is 3005. (I just tried this and 3005 is the address) F2 makes the lights on top of the cab flash much like the LGB TCL. If I remember correctly that resetting the pair of engines in sets had defaults of 2 and 4. LGB did this so both engines could run on the same track with different addresses and most likely each were set to 14 speed steps.

I have set CV's 1 to 3 and 29 to 6 with the same result, Loco judders lights flash but still doesn't run.

For info decoder id 55020

I think it's time to bite the bullet and fit a new decoder, thanks to every one for your help and ideas.

Ah!
The 55020 is from the days when DCC was horse-drawn.

Most (all?) would only respond to 14 speed-steps, amongst other things..

Just before you part with your money, I am sending you a PM..
